Police Force in 1900 was made on taking over the New Territories, but so far as the Europeans were concerned it was considerably reduced during the two following years. At present the policing of the New Territories absorbs eighteen Europeans, which means that for the Old Colony there are at present nine less than in 1891, namely 115 as against 124.

I consider, therefore, that the Captain Superintendent of Police has made out a case for the increase of twenty European Folice Constables and I recommend that steps should be taken to obtain the men as soon as possible. The General Officer Commanding has enquired if it is desired to retain the twenty men who were enrolled as Special Constables, and I have replied that this Government would be glad to have their services for a further period of three months.

Mr. Badeley hopes to be able to engage locally twelve out of the twenty men asked for, and this would result in

a saving of passage money amounting to £435
